On Thursday, June 7, 8:30 a.m. supporters of the Independent Police Auditor budget item will be on hand at city hall to address the issue. Many supporters are expected to be present. One issue raised will be that of who will have jurisdiction over the IPA.
From the mayor’s proposal for an IPA:
This model calls for one individual supported by one or two staff members to report directly to the City Manager, with his/her primary duty being to monitor all active Fresno Police Department investigations concerning complaints of excessive or unnecessary force by police officers. The IPA also has the authority to monitor and take part in investigations of all other citizen complaints, as deemed necessary. The IPA will complete an annual report that contains a statistical analysis of the complaints received, reporting on the type and severity of complaints, number of complaints sustained, and actions taken in response. The annual report serves to also show trends and patterns of complaints, along with recommendations for policy change to address them.
The Central California Criminal Justice Committee Proposal:
This Independent Police Auditor shall report directly to the Fresno City Mayor and Fresno City Council; shall be hired with the consent of the mayor and the City Council, and may be terminated only by a two-thirds vote of the City Council.
The CCCJC proposal is based on the San Jose model which has proved so successful. We ask you to vote for the IPA using our proposal which requires the IPA to report to the City Council.
